A year of highlights with exciting times ahead

‌

‌‌Dear WCC colleagues and friends,

It’s hard to believe that a whole year has already passed since Euro Chlor started to manage the WCC Secretariat at the beginning of 2024. Our work has been shaped by the discussions we had with some of you a year ago to harvest your expectations for WCC and ideas for future activities. Thanks again for your precious time for these discussions.

To build on these, and provide even more value to the membership, we have organised several WCC events this year. These include a webinar on global regulatory action on PFAS on 14 February for 70 participants and a Safety Seminar on 18 November for 60 participants, in addition to the WCC Annual Meeting on 15-17 October in Sitges and the regular meetings of the various WCC teams. Read more in the articles below.

We also launched our new WCC Sustainability Progress Report and will celebrate 250 years of improving lives with chlor-alkali with a campaign to be launched on 19 December, the date Karl Wilhelm Scheele was born. He discovered chlorine in 1774, and we celebrate the major scientific and industrial highlights, as well as the key WCC accomplishments since then. Watch out for a dedicated WCC webpage and article and social media posts!

In addition, we have been working to boost participation from other regions and within the membership, sending a letter to each region to explain the benefits of such participation.

The next WCC Annual meeting is scheduled for 14-16 October 2025 in Vancouver, Canada. In addition, a special WCC briefing webinar will be held on 21 January 2025 at 12-13h CET with an update on the Global Plastics Treaty and its implications for chlor-alkali production worldwide. WCC Annual Meeting features lively discussions

‌

Attendees from associations in South America (Clorosur), the USA (Chlorine Institute and American Chemistry Council), Japan (JSIA), Europe (Euro Chlor) as well as company representatives from AGC, Braskem, Covestro, Dow and Tosoh met on 15-17 October for the WCC Annual Meeting in Spain. The three days comprised a series of meetings and many networking opportunities with the three main Teams, the Management Committee, reports from all the regions and a site visit to the Covestro plant in Tarragona as outlined here:

15 October: Team meetings and extra briefings (read more about these and the safety briefing under ’Team Reports’ below).

The Management Committee approved the budget for 2025 of 18,000 USD, as well as a new way of sharing the budget. They also agreed on the location for the next in-person WCC Annual Meeting in Vancouver, Canada from 14-16 October 2025.

Marleen Pauwels led a dedicated session on PFAS, describing the regulatory situation in various countries around the world. One commonality was a focus on PFAS in water and, where applicable, the implementation of the Stockholm Convention (which contains bans on certain PFAS). There was a consensus that, whilst this is not unique to our industry, we have specific challenges related to the use of resistant fluoropolymers in equipment that should be investigated. Further discussions are expected in the coming years.

16 October: Site Visit to Covestro Tarragona (ODC)

Attendees were taken to Covestro in Tarragona to view the new ODC plant there. All were impressed by the new facilities and the presentations given. Thanks to the Covestro team for their warm hospitality!

17 October: Regional reports

Each region then gave an update on their local challenges and opportunities.

South America noted the impact of local elections on economic recovery there. They also reported how natural disasters are challenging their industry but that they have strong hopes for the emerging lithium economy, which requires chlor-alkali products in their processing.

An update followed on China who are working on a series of standards and guidance documents to support their industry. They will also organise some technical conferences in the next year and WCC members recommended supporting these in person whenever relevant.

Korea are seeing incidents at those customer sites who are hiring workers with limited knowledge of the Korean language. Training is being prepared to assist here. There are also local regulations coming in to help boost Korean renewables and provide better access to transmission systems.

Japan noted the development of a new Emission Trading System (ETS) which is expected to start in 2026 (which comes with strict penalties for those companies who do not meet their emission targets).

India were positive about their growth in recent years with plans to expand their PVC sector to account for some of the demand there. They are also developing more safety guidelines which are available online. There are also reports of the Indian Green Hydrogen Criteria which cover all steps of the hydrogen production process.

Finally, for the US, there was feedback on the Ohio rail crash which involved VCM. Significant learnings have been identified and will form the basis of upcoming authority incident reports as well as dedicated CI pamphlets. There have also been developments for chlorinated solvents and VCM under the US Toxic Substances Control Act.

WCC Team Reports

‌The Global Advocacy and Science Team (GAST) meeting on 15 October  focused on global issues such as the proposal to ban certain chlorinated paraffins under the Stockholm Convention on Persistent Organic Pollutants (POPs), as well as the upcoming negotiations under the Plastics Treaty. As these are complex topics, future webinars are planned to brief interested parties further. Details were also provided on the upcoming deadlines for the mercury phase-out, which some regions are going through.

In other news, the GAST continues much of its work via the Disinfection Task Force. Whilst this group has scaled back its literature review work, it still processes many academic papers on disinfection topics including one which suggests that the International Agency for Research on Cancer (IARC) may produce a monograph on the carcinogenicity of Disinfection By-Products during its 2025-2029 work. Finally, building on a successful 2023 WCC Water Forum in Brasilia, the group is discussing the next event and ideas for this are welcome.

The Global Safety Team (GST) meeting on 15 October noted increasing incidents involving transportation and (un)loading activities of chlor-alkali products. Often, these incidents are due to human errors, but the root cause of these behaviours is not always clear. Several regions are currently investigating the issue and will share their findings during upcoming meetings.

Also on 15 October, Thomas Vanfleteren gave a dedicated briefing webinar for all WCC regions on the WCC Cardinal Safety Rules. A month later on 18 November, he hosted the WCC Annual Safety Webinar for around 60 participants. This 90-minute online session focused on essential safety practices for the global chlorine industry, featuring three expert speakers who shared their insights into a Loss of Primary Containment (LoPC) Improvement Program, a Cognitive Readiness Project for plant workers and addressing Chlorine Hydrate Issues. In other news, the GST published three safety newsletters this year with selected pictures and description of some incidents or near misses. The GST also shared incidents during the quarterly calls and welcomed the participation from all regions. A dedicated article was included in the March newsletter, reminding readers about the hazards of handling caustic.

The Global Communications Team (GCT) meeting on 15 October followed up on the discussions held at the 10 June online meeting on the above-mentioned WCC 250-year communications campaign, as well as the WCC communications plan and progress on all the WCC communications tools
